For this to work we shouldn't focus on all the displaced citizens that were inundated, no, first the people that need to go under is the real estate speculators, and we can start by making it dam near impossible to get any kind of insurance for anything within 10-20 miles from much coastal real estate, certainly federally backed flood insurance for any new or fixup development in these areas. Because in 10-30 years these places are going to go under by storm or sea-rise.
